Today's Exactly100: I Always Thought It Was Never Really Just One Man

I always thought that the president in a presidential system was more symbolic; that we vote into office a phalanx, one face known while others remained invisible, whispering, tugging firmly, keeping him on the plan he drew up, on the path negotiated and agreed upon with the people who supported him. I imagined that the president listened to others, or at least deferred to intelligence, say to career bureaucrats. I always thought it was like a corporation, with the president surrounded by a management team whose collective expertise and institutional knowledge shaped every move.
