Pulse Asia Research’s December 2025 Ulat ng Bayan Survey:
Media Release on the Immediate Passage of Laws Banning Political Dynasties and Creating a Fully Empowered Independent Commission Against
Infrastructure Corruption
29 December 2025
A small majority of the country’s adult population (54%) is supportive of the immediate passage of a law against political dynasties
The predominant sentiment among Filipino adults (54%) is one of agreement with the Congress immediately passing a law banning political dynasties in the country. This observation also holds true in Metro Manila (69%), the rest of Luzon (59%), the Visayas (59%), and Class D (57%). Public opinion on the matter is split three (3) ways in Mindanao (34% agreement, 38% indecision, and 27% disagreement). In Classes C and E, about the same percentages either agree with the passage of such a law or express ambivalence on the matter (43% to 47% versus 34% to 37%). At the national level, indecision is more pronounced than outright disagreement (27% versus 18%). (Please refer to Table 1.)

In particular, a third of Filipino adults (33%) somewhat agree with the immediate passage of a law against political dynasties. Similarly, big pluralities to near majorities in Metro Manila (46%) and Class D (35%) share this opinion. Meanwhile, nearly the same percentages of those in Mindanao and Class C either somewhat agree with such a law being passed immediately or are undecided on the matter (28% to 29% versus 37% to 38%). As for those in the rest of Luzon and Visayans, basically the same percentages very much agree (24% to 27%), somewhat agree (31% to 34%), or express ambivalence on the matter (23% to 26%). In Class E, virtually the same percentages very much agree (17%), somewhat agree (30%), express indecision (34%), or somewhat disagree (16%).
Most Filipino adults (52%) agree that the Congress should immediately pass a law creating a fully empowered Independent Commission Against Infrastructure Corruption (ICAIC)
More than half of the adult population (52%) sees the urgency in having a law that would establish a fully empowered independent body to investigate corruption in infrastructure projects in the country. Bare to sizeable majorities in Metro Manila (67%), the rest of Luzon (52%), the Visayas (61%), Class D (54%), and Class E (51%) have the same opinion on the matter. Practically the same percentages of Mindanawons and those belonging to Class C either agree with having such a law or are undecided about it (35% to 40% versus 40% to 41%). Overall, a third of Filipino adults (33%) are ambivalent on the matter while the rest of them (15%) do not see the need for passing such a law immediately. (Please refer to Table 2.)
More specifically, around the same percentages of adults either somewhat agree with the immediate passage of a law creating the ICAIC or express indecision on the matter (37% versus 33%). A similar pattern may be observed in the rest of Luzon (35% versus 32%), the Visayas (41% versus 31%), Mindanao (31% versus 41%), Class C (34% versus 40%), and Class D (38% versus 32%). Half of Metro Manilans (50%) somewhat agree with passing such a law forthwith while in Class E, essentially the same percentages very much agree (17%), somewhat agree (34%), or are ambivalent about the immediate creation of a law establishing the ICAIC (35%).
