If I were government, I'd require schools to provide guarantees of quality. When a school graduates you, that should be their assurance that you are equipped to pass the board, bar or any licensure exam, that you are hirable – or your money back. The customer deserves a pledge of a specified standard; the diploma should be that written guarantee.
It’s a self-policing mechanism: They will be stricter with teacher quality. The school will not stray from the goal of turning pupils into prosperous people; it will not be sidelined by sports pennants, fairs and dances.
