A month before President Ferdinand “Bongbong” Marcos, Jr.’s 2026 State of the Nation Address (SONA), the national Social Weather Survey of June 20-29, 2026 found 42% of adult Filipinos satisfied, 17% neither satisfied nor dissatisfied, and 40% dissatisfied with the general performance of the current National Administration, for a net satisfaction rating of +1[1] (% satisfied minus % dissatisfied, correctly rounded), classified by SWS as neutral (+9 to -9).
This is a 14-point recovery from poor -13 in March 2026, which was a record-low for the Marcos, Jr. administration and the lowest in 16 years since the bad -45 in March 2010 under the Arroyo administration. The June 2026 rating nonetheless remains below the moderate +14 in November 2025 [Chart 1, Table 1].
Very Good on 4 subjects, Good on 5, Moderate on 3, Neutral on 3, and Poor on 2
Out of 17 specific performance subjects rated, the net satisfaction ratings of the National Administration were Very Good on 4 subjects, Good on 5, Moderate on 3, Neutral on 3, and Poor on 2. SWS calls this its Governance Report Card [Table 2].
The National Administration’s net satisfaction rating was very good on Providing the youth with basic education in public elementary and high schools (+68), Improving the quality of children’s education (+58), Helping the poor (+52), and Creating policies which will generate job opportunities (+51) [Chart 2].
It was good on Developing science and technology (+49), Implementing housing programs for the poor (+48), Ensuring food security (+41), Defending Philippine sovereignty in the West Philippine Sea (+35), and Ensuring an efficient public transportation system (+33) [Chart 3].
It was moderate on Ensuring that no family will ever be hungry and have nothing to eat (+26), Preparing for problems being caused by climate change (+24), and Taking care of Filipinos in Middle Eastern countries such as Israel, Iran, and other countries affected by war or armed conflict (+15) [Chart 4].
It was neutral on Generating solutions for the rising oil prices (net zero), Ensuring that oil companies do not take advantage of oil prices (-6), and Fighting crimes that victimize ordinary citizens, like killings, holdups, robberies, physical violence, etc. (-8) [Chart 5].
It was poor on Fighting inflation (-12) and Eradicating graft and corruption in government (-14) [Chart 6].
The satisfaction rating of the general performance of the National Administration is based on a single question and is not an average of answers to separate questions on specific subjects. The general rating is repeated every quarter, whereas only a core of the particular subject-ratings is repeated. Subjects are included or excluded depending on their contemporary salience.
Public satisfaction up in 12 subjects, down in 3, steady in 1; 1 new subject tested
Compared to when last surveyed by SWS, the net satisfaction ratings of the National Administration were better in 12 subjects and down in 3. One subject hardly changed, and one subject was tested for the first time.
Compared to March 2026, net satisfaction with the National Administration rose the most for Ensuring that no family will ever be hungry and have nothing to eat, up by 14 points from moderate +12 to moderate +26. It also rose by 9 points each for Developing science and technology (from good +40 to good +49), Creating policies which will generate job opportunities (from good +42 to very good +51), Ensuring an efficient public transportation system (from moderate +24 to good +33), and Ensuring food security (from good +32 to good +41).
Net satisfaction also improved for Defending Philippine sovereignty in the West Philippine Sea, up by 8 points from moderate +27 to good +35; Helping the poor, up by 7 points from good +45 to very good +52; Ensuring that oil companies do not take advantage of oil prices, up by 6 points from poor -12 to neutral -6; Improving the quality of children’s education, up by 6 points from very good +52 to very good +58; Generating solutions for the rising oil prices, up by 5 points from neutral -5 to neutral net zero; and Fighting inflation and Implementing housing programs for the poor, each up by 3 points, from poor -15 to poor -12, and from good +45 to good +48, respectively.
However, compared to March 2026, it fell for Eradicating graft and corruption in government, down by 4 points from poor -10 to poor -14, and for Taking care of Filipinos in Middle Eastern countries affected by war or armed conflict, down by 6 points from moderate +21 to moderate +15.
Net satisfaction also fell for Preparing for problems being caused by climate change, down by 14 points from good +38 when it was last surveyed in December 2024.
It stayed neutral for Fighting crimes that victimize ordinary citizens, like killings, holdups, robberies, physical violence, etc., barely moving from -7 to -8.
The subject on Providing the youth with basic education in public elementary and high schools was surveyed for the first time.
Net satisfaction with the National Administration improves in all areas
As of June 2026, the National Administration’s net satisfaction rating was highest in Balance Luzon at moderate +13, followed by the Visayas at neutral +5, Metro Manila at poor -11, and Mindanao at poor -17
[Table 4].
Compared to March 2026, net satisfaction with the National Administration improved in all areas: it rose by 13 points from neutral net zero to moderate +13 in Balance Luzon, by 28 points from poor -23 to neutral +5 in the Visayas, by 12 points from poor -23 to poor -11 in Metro Manila, and by 10 points from poor -27 to poor -17 in Mindanao.
Net satisfaction with the National Administration improves in both rural and urban areas
Compared to March 2026, the National Administration’s net satisfaction rating rose from poor to moderate in rural areas, up by 18 points from -8 to +10. It rose from poor to neutral in urban areas, up by 11 points from -18 to -7.
Net satisfaction with the National Administration improves among both women and men
Compared to March 2026, net satisfaction with the National Administration rose from poor to neutral among women, up by 21 points from -15 to +6, and among men, up by 9 points from -12 to -3.
The National Administration’s net satisfaction rating improves in all age groups
Compared to March 2026, net satisfaction with the National Administration rose from poor to moderate among 18-24-year-olds, up by 30 points from -17 to +13. It rose, but remained poor, among 25-34-year-olds, up by 8 points from -18 to -10, and among 35-44-year-olds, up by 8 points from -23 to -15. It rose but remained neutral among 45-54-year-olds, up by 11 points from -6 to +5, and rose from neutral to moderate among those 55 years and older, up by 19 points from -2 to +17.
Net satisfaction with the National Administration improves across educational levels
Compared to March 2026, the National Administration’s net satisfaction rating improved across educational levels.
It rose from neutral to moderate among non-elementary graduates, up by 26 points from -8 to +18, and remained neutral among elementary graduates, up by 11 points from -3 to +8. It rose but remained poor among junior high school graduates and those with some vocational education, up by just 1 point from -11 to -10. It rose from poor to neutral among those with some senior high school through some college, up by 26 points from -22 to +4, and rose from bad to poor among college graduates, up by 25 points from -35 to -10.
Socio-demographic characteristics of respondents
Applying census weights and correctly rounded, 13% of the respondents are from Metro Manila, 45% from Balance Luzon, 19% from the Visayas, and 23% from Mindanao [Table 5].
Forty-eight percent are from urban areas, and 52% are from rural areas.
Male and female respondents have a near 1-to-1 ratio and, thus, are alternately sampled.
By age group, 19% are youth (18-24), 25% are intermediate youth (25-34), 20% are middle-aged (35-44), 15% are 45 to 54 years old, and 21% are 55 years old and above.
By education, 12% had at most some elementary education, 26% either finished elementary or had some high school education, 25% either finished junior high school or completed vocational school, 26% either attended some senior high school, completed senior high school or vocational, or attended some college, and 11% either graduated from college or took post-graduate studies.
Survey background
The Second Quarter 2026 Social Weather Survey was conducted from June 20 to 29, 2026, using face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila, Balance Luzon (or Luzon outside Metro Manila), the Visayas, and Mindanao. The sampling error margins are ±3% for national percentages and ±6% each for Metro Manila, Balance Luzon, the Visayas, and Mindanao.
To obtain the national estimates, the area estimates were weighted by the Philippine Statistics Authority medium-population projections for 2026. The weight projection is computed by dividing the projected population in the (area by sex by age group) by the sample size of the same (area by sex by age group).
The survey items reported here were non-commissioned. They were done on SWS’s own initiative and released as a public service.
The exact phrasing of the survey questions (the source language is Filipino; English translation included) was:
