The Social Weather Survey of June 23-July 1, 2024 found 65% satisfied and 21% dissatisfied with the performance of Vice-President Sara Duterte, 64% satisfied and 17% dissatisfied with Senate President Francis “Chiz” Escudero, 53% satisfied and 24% dissatisfied with Speaker Martin Romualdez, and 51% satisfied and 20% dissatisfied with Chief Justice Alexander Gesmundo [Table 1].
The resulting net satisfaction ratings (% satisfied minus % dissatisfied, correctly rounded) were good[1] +44 for Vice-President Duterte, moderate +29 for Speaker Romualdez, and good +32 for Chief Justice Gesmundo. Escudero, surveyed for the first time as Senate President, obtained a net satisfaction rating of good +47.
Compared to March 2024, net satisfaction fell by 19 points from very good +63 for Vice-President Duterte. It rose by 16 points from moderate +13 for Speaker Romualdez and 19 points from moderate +13 for Chief Justice Gesmundo.
Net satisfaction with Vice-President Duterte at Good +44
Excellent in Mindanao, Good in the Visayas, Metro Manila, and Balance Luzon. Vice-President Duterte's net satisfaction rating was highest in Mindanao at excellent +73, followed by the Visayas at good +47, Metro Manila at good +32, and Balance Luzon at good +31 [Chart 1, Tables 2 and 3].
Compared to March 2024, net satisfaction with Vice-President Duterte fell by 26 points from very good +55 in Balance Luzon, 22 points from very good +69 in the Visayas, 17 points from good +49 in Metro Manila, and 7 points from excellent +80 in Mindanao.
Good in both rural and urban areas. Net satisfaction with Vice-President Duterte was good in rural and urban areas, at +46 and +42, respectively. Compared to March 2024, it fell by 22 points from very good +68 in rural areas, and 16 points from very good +58 in rural areas.
Very good among women, Good among men. Vice-President Duterte’s net satisfaction rating was very good +50 among women and good +37 among men. Compared to March 2024, it fell by 17 points from very good +67 among women and 21 points from very good +58 among men.
Very good to Good among 18-54-year-olds, Moderate among those 55 and above. Vice-President Duterte’s net satisfaction rating was at very good +59 among both 25-34-year-olds and 35-44-year-olds, good +42 among 45-54-year-olds, good +37 among 18-24-year-olds, and moderate +27 among those 55 years old and above. Compared to March 2024, it fell by 28 points from very good +65 among the 18-24-year-olds, 15 points from excellent +74 among the 25-34-year-olds, 18 points from very good +61 among the 45-54-year-olds, and 30 points from very good +57 among those 55 years old and above. It hardly changed from very good +62 to very good +59 among the 35-44-year-olds.
Very good among non-elementary graduates, Good among elementary graduates and above. Net satisfaction with Vice-President Duterte tends to be higher among those with fewer years of formal education: it was higher among non-elementary graduates (very good +54) than among elementary graduates (good +42), junior high school graduates (good +43), and college graduates (good +40). Compared to March 2024, net satisfaction with the Vice-President fell by 11 points from very good +65 among non-elementary graduates, 18 points from very good +60 among elementary graduates, 21 points from very good +64 among elementary graduates, and 22 points from very good +62 among college graduates.
Net satisfaction for Senate President Escudero at Good +47
Very good in Metro Manila, Good elsewhere. Senate President Escudero's net satisfaction rating was highest in Metro Manila at very good +54, followed by good levels in Balance Luzon at +47, Mindanao at +47, and the Visayas at +43 [Chart 2, Tables 4 and 5].
Good in both urban and rural areas. Net satisfaction with Senate President Escudero was good in urban and rural areas, at +48 and +46, respectively.
Very Good to Good among those 25 and above, Moderate among 18-24-year-olds. Senate President Escudero's net satisfaction rating was at very good levels among 25-35-year-olds (+51), 35-44-year-olds (+54), and those 55 years old and above (+50). It was good +45 among 45-54-year-olds and moderate +28 among 18-24-year-olds.
Very good among non-elementary and college graduates, Good among elementary and junior high school graduates. Net satisfaction with Senate President Escudero was very good among non-elementary (+53) and college graduates (+53). It was good among elementary graduates (+44) and junior high school graduates (+47).
Net satisfaction with Speaker Romualdez at Moderate +29
Good in the Visayas and Balance Luzon, Moderate in Metro Manila and Mindanao. Net satisfaction with Speaker Romualdez was highest in the Visayas at good +36, followed by Balance Luzon at good +32, Metro Manila at moderate +27, and Mindanao at moderate +20. Compared to March 2024, it rose by 22 points from neutral -2 in Mindanao, 18 points from moderate +14 in Balance Luzon, 14 points from moderate +22 in the Visayas, and 5 points from moderate +22 in Metro Manila [Chart 3, Tables 6 and 7].
Good in rural areas, Moderate in urban areas. Compared to March 2024, net satisfaction with Speaker Romualdez rose by 24 points from moderate +14 to good +38 in rural areas, and 12 points from moderate +12 to moderate +24 in urban areas.
Good among women, Moderate among men. Compared to March 2024, net satisfaction with Speaker Romualdez rose by 17 points from moderate +18 to good +35 among women, and 15 points from neutral +9 to moderate +24 among men.
Good among 35-44-year-olds, Moderate among the rest of the age groups. Speaker Romualdez's net satisfaction rating was good +42 among 35-44-year-olds, compared to moderate levels among 18-24-year-olds (+25), 25-34-year-olds (+29), 45-54-year-olds (+28), and those 55 years old and above (+24). Compared to March 2024, it rose by 30 points from moderate +12 among 35-44-year-olds, 18 points from moderate +10 among 45-54-year-olds, 17 points from neutral +8 among 18-to-24-year-olds, 13 points from moderate +11 among those 55 years old and above, and 5 points from moderate +24 among 25-34-year-olds.
Good among non-elementary and elementary graduates, Moderate among junior high school and college graduates. By education, net satisfaction with Speaker Romualdez tends to be higher among those with fewer years of formal education: it was highest among non-elementary graduates at good +39, followed by elementary graduates at good +34, junior high school graduates at moderate +29, and college graduates at moderate +10. Compared to March 2024, it rose by 25 points from moderate +14 among non-elementary graduates, 15 points from moderate +19 among elementary graduates, and 20 points from neutral +9 among junior high school graduates. However, it fell slightly by 5 points from moderate +15 among college graduates.
Net satisfaction with Chief Justice Gesmundo at Good +32
Good in Balance Luzon, Moderate in Mindanao, the Visayas, and Metro Manila. As of June 2024, Chief Justice Gesmundo's net satisfaction rating was highest in Balance Luzon at good +36, followed by Mindanao at moderate +28, the Visayas at moderate +28, and Metro Manila at moderate +27. Compared to March 2024, it rose by 24 points from moderate +12 in Balance Luzon, 20 points from neutral +8 in Mindanao, 15 points from moderate +13 in the Visayas, and by 4 points from moderate +23 in Metro Manila [Chart 4, Tables 8 and 9].
Good in both rural and urban areas. Net satisfaction with Chief Justice Gesmundo was good in rural and urban areas, at +33 and +31, respectively. Compared to March 2024, it rose by 26 points from neutral +7 in rural areas and 14 points from moderate +17 in urban areas.
Good among women, Moderate among men. Chief Justice Gesmundo’s net satisfaction rating was higher among women at good +36 than among men at moderate +27. Compared to March 2024, it rose by 23 points from moderate +13 among women and 15 points from moderate +12 among men.
Good among 18-34-year-olds, Moderate among those 35 years old and above. Net satisfaction with Chief Justice Gesmundo was good +43 among both 18-to-24-year-olds and 25-34-year olds, while it was at moderate levels among 35-44-year-olds (+29), 45-54-year-olds (+25), and those 55 years old and above (+24). Compared to March 2024, it rose by 25 points from moderate +18 among 18-24-year-olds, 28 points from moderate +15 among 25-34-year-olds, 14 points from moderate +15 among 35-44-year-olds, 18 points from neutral +7 among 45-54-year-olds, and 13 points from moderate +11 among those 55 years old and above.
Good among non-elementary, elementary, and junior high school graduates, Moderate among college graduates. Net satisfaction with Chief Justice Gesmundo tends to be higher among those with fewer years of formal education: it was at good levels among non-elementary (+37), elementary (+30), and junior high school graduates (+34), compared to moderate +23 among college graduates. Compared to March 2024, it rose by 30 points from neutral +7 among non-elementary graduates, 18 points from moderate +12 among elementary graduates, 23 points from moderate +11 among junior high school graduates. It stayed moderate among college graduates, although down by 6 points from +29.
Socio-demographic characteristics of respondents
Applying census weights and correctly rounded, 13% of the respondents are from Metro Manila, 45% from Balance Luzon (or Luzon outside Metro Manila), 19% from the Visayas, and 23% from Mindanao [Table 10].
Fifty-nine percent are from urban areas, and 41% are from rural areas.
Male and female respondents have a 1-to-1 ratio and, thus, are alternately sampled.
By age group, 13% are youth (18-24), 20% are intermediate youth (25-34), 19% are middle-aged (35-44), 18% are 45 to 54 years old, and 30% are 55 years old and above.
By education, 11% had at most some elementary education, 29% either finished elementary or had some high school education, 28% either finished junior high school or completed vocational school, 21% attended some college, and 11% either graduated from college or took post-graduate studies.
Survey background
The Second Quarter 2024 Social Weather Survey was conducted from June 23-July 1, 2024, using face-to-face interviews of 1,500 adults (18 years old and above) nationwide: 600 in Balance Luzon (or Luzon outside Metro Manila), and 300 each in Metro Manila, the Visayas, and Mindanao. Face-to-face is the standard interviewing method for Social Weather Stations; the only exceptions were early in the pandemic when movement restrictions made face-to-face impossible and mobile phone interviews were conducted. Normal face-to-face field operations resumed in November 2020. The sampling error margins are ±2.5% for national percentages, ±4.0% for Balance Luzon, and ±5.7% each for Metro Manila, the Visayas, and Mindanao.
The area estimates were weighted by the Philippine Statistics Authority medium-population projections for 2024 to obtain the national estimates.
The survey items reported here were non-commissioned. They were done on SWS's own initiative and released as a public service.
The exact phrasing of the survey questions (the source language is Filipino; English translation included) was:
“Maaari po bang pakisabi ninyo kung gaano kayo nasisiyahan o hindi nasisiyahan sa pagganap ng tungkulin ni [NAME] bilang [POSITION]. Kayo ba ay lubos na nasisiyahan, medyo nasisiyahan, hindi tiyak kung nasisiyahan o hindi, medyo hindi nasisiyahan, lubos na hindi nasisiyahan, o wala pa kayong narinig o nabasa kahit na kailan tungkol kay [NAME]? [Please tell me how satisfied or dissatisfied you are with the performance of [NAME] as [POSITION]. Are you very satisfied, somewhat satisfied, undecided if satisfied or dissatisfied, somewhat dissatisfied, very dissatisfied, or you have not ever heard or read anything about [NAME]?].”
