The national Second Quarter 2024 Social Weather Survey of June 23-July 1, 2024 found 62% of adult Filipinos satisfied, 15% neither satisfied nor dissatisfied, and 22% dissatisfied with the general performance of the current National Administration, for a net satisfaction rating of +40 (% satisfied minus % dissatisfied), classified by SWS as good[1].

This is up by 11 points from the moderate +29 in March 2024, but 12 points below the excellent +52 in December 2023 [Chart 1Table 1].

“Very Good” on 3 subjects, “Good” on 5, “Moderate” on 3, “Neutral” on 2, and “Poor” on 2

Out of 15 specific performance subjects rated, the net satisfaction ratings of the National Administration were Very Good on 3 subjects, Good on 5 subjects, Moderate on 3 subjects, Neutral on 2 subjects, and Poor on 2 subjects. SWS calls this its Governance Report Card [Tables 2 and 3].

The National Administration’s net satisfaction rating was Very good on Helping victims of disasters (+64), Improving the quality of children's education (+62), and Helping the poor (+51) [Chart 2].

It was good on Implementing housing programs for the poor (+47), Developing science and technology (+46), Creating policies that will generate job opportunities (+45), Ensuring an efficient public transportation system (+38), and Ensuring food security (+35) [Chart 3].

It was moderate on Preparing for problems being caused by climate change (+29), Defending Philippine sovereignty in the West Philippine Sea (+22), and Ensuring that no family will ever be hungry and have nothing to eat (+18).

It was neutral on Fighting crimes that victimize ordinary citizens, like killings, holdups, robberies, physical violence, etc. (-2) and Ensuring that oil companies do not take advantage of oil prices (-3).

It was poor on Eradicating graft and corruption in government (-10) and Fighting inflation (-16).

The satisfaction rating of the general performance of the National Administration is based on a single question and is not an average of answers to separate questions on specific subjects.  The general rating is repeated every quarter, whereas only a core of the particular subject-ratings is repeated. Subjects are included or excluded depending on their contemporary salience.

As of June 2024, net satisfaction with the National Administration was highest in Metro Manila at +52, followed by Balance Luzon at +48, the Visayas at +32, and Mindanao at +25 [Table 4].

The 11-point rise in the National Administration’s general net satisfaction rating from March 2024 to June 2024 was due to increases in all areas.

Compared to March 2024, net satisfaction with the National Administration rose from good to very good in Metro Manila, up by 9 points from +43 to +52.

It stayed good in Balance Luzon, although up by 6 points from +42 to +48.

It rose from moderate to good in the Visayas, up by 14 points from +18 to +32.

It rose from neutral to moderate in Mindanao, up by 19 points from +6 to +25.

Rural net satisfaction with the National Administration rose from moderate to good, up by 20 points from +23 to +43.

Urban net satisfaction stayed good, hardly moving from +35 to +38.

Compared to March 2024, net satisfaction with the National Administration rose from moderate to good among women, up by 14 points from +28 to +42. It stayed good among men, although up by 7 points from +31 to +38.

It rose from moderate to good among 18-24-year-olds (up by 8 points from +28 to +36), 25-34-year-olds (up by 16 points from +27 to +43), 35-44-year-olds (up by 14 points from +27 to +41), and 45-54-year-olds (up by 15 points from +24 to +39). It stayed good among those 55 years and above (although up by 4 points from +36 to +40).

Compared to March 2024, net satisfaction with the National Administration rose from moderate to good among non-elementary graduates, up by 11 points from +23 to +34. It stayed good among elementary graduates, although up by 5 points from +37 to +42. It rose from moderate to good among junior high school graduates, up by 15 points from +26 to +41. It stayed good among college graduates, although up by 6 points from +30 to +36.

National Administration’s net rating improves on 5 subjects, declines on 1, steady on 8

The June 2024 survey found the National Administration’s net satisfaction rating up by one grade on 5 specific subjects, down by one grade on 1 subject, and steady on 8subjects, compared to when they were last surveyed. The subject of Creating policies that will generate job opportunities was surveyed for the first time.

Compared to March 2024, the National Administration’s net rating rose from good to very good on Helping the poor, up by 13 points from +38 to +51. It rose from moderate to good on Implementing housing programs for the poor, up by 21 points from +26 to +47. It rose from moderate to good on Ensuring food security, up by 11 points from +24 to +35. It rose from neutral to moderate on Ensuring that no family will ever be hungry and have nothing to eat, up by 22 points from -4 to +18. It rose from poor to neutral on Ensuring that oil companies do not take advantage of oil prices, up by 13 points from -16 to -3.

However, it fell from moderate to neutral on Fighting crimes that victimize ordinary citizens, like killings, holdups, robberies, physical violence, etc., down by 17 points from +15 to -2.

It had single-digit changes on 8 subjects: it stayed very good on Helping victims of disasters (although up by 8 points from +56 to +64) and Improving the quality of children's education (although up by 7 points from +55 to +62). It stayed good on Developing science and technology (hardly moving from +42 to +46) and Ensuring an efficient public transportation system (steady at +38). It stayed moderate on Preparing for problems being caused by climate change (although up by 4 points from +25 to +29) and Defending Philippine sovereignty in the West Philippine Sea (hardly changing from +25 to +22). It stayed poor on Eradicating graft and corruption in government (hardly moving from -13 to -10) and Fighting inflation (although up by 5 points from -21 to -16).

Socio-demographic characteristics of respondents

Applying census weights and correctly rounded, 13% of the respondents are from Metro Manila, 45% from Balance Luzon (or Luzon outside Metro Manila), 19% from the Visayas, and 23% from Mindanao [Table 5].

Fifty-nine percent are from urban areas, and 41% are from rural areas.

Male and female respondents have a 1-to-1 ratio and, thus, are alternately sampled.

By age group, 13% are youth (18-24), 20% are intermediate youth (25-34), 19% are middle-aged (35-44), 18% are 45 to 54 years old, and 30% are 55 years old and above.

By education, 11% had at most some elementary education, 29% either finished elementary or had some high school education, 28% either finished junior high school or completed vocational school, 21% attended some college, and 11% either graduated from college or took post-graduate studies.

Survey background

The Second Quarter 2024 Social Weather Survey was conducted from June 23-July 1, 2024, using face-to-face interviews of 1,500 adults (18 years old and above) nationwide: 600 in Balance Luzon (or Luzon outside Metro Manila), and 300 each in Metro Manila, the Visayas, and Mindanao. Face-to-face is the standard interviewing method for Social Weather Stations; the only exceptions were early in the pandemic when movement restrictions made face-to-face impossible and mobile phone interviews were conducted. Normal face-to-face field operations resumed in November 2020. The sampling error margins are ±2.5% for national percentages, ±4.0% for Balance Luzon, and ±5.7% each for Metro Manila, the Visayas, and Mindanao.

The area estimates were weighted by the Philippine Statistics Authority medium-population projections for 2024 to obtain the national estimates.

The survey items reported here were non-commissioned. They were done on SWS's own initiative and released as a public service.
